Mutual Learning Event on the role of regions in the implementation of the Cities Mission

On February, 13 the NetZeroCities and CapaCITIES joint Mutual Learning Event on the role of regions in the Cities Mission will take place at the National Centre for Research and Development (NCBR) office, in Rue Belliard 40, Brussels from 10:00 to 13:00.

The Mutual Learning Event is part of a series exploring different aspects of multilevel governance and multi-stakeholder involvement in the Cities Mission. This event will examine the regional level engagement. Other events will focus on the national level, the academic sector, the private sector and the role of standards respectively.

This half day will be highly interactive and composed of two parts: an opening session with keynote addresses to set the scene, followed by group discussions where participants are invited to contribute actively. The output of the event will be captured in a report to be shared with the European Commission and the NetZeroCities and CapaCITIES consortia.

The following questions will be addressed during the group discussions:

OPPORTUNITIES

  • In which domains is it necessary or does it make the most sense to collaborate between the regional and local levels to achieve climate neutrality in cities by 2030? In what areas do interests and responsibilities coincide or overlap? (Such as mobility, financing, regulation, advocacy towards national or EU level, etc.)
  • Do you have any examples of efficient forms of region-city collaboration related to the Cities Mission and/or climate action in your city/region, or do you have any ideas for what such collaboration could look like? (Such as joint strategies, joint projects, etc.)

CHALLENGES

  • What are the main challenges or barriers for effective and efficient collaboration between the regional and local levels?
  • Do you have any examples to share from your city/region? How did you overcome these challenges?

SOLUTIONS

  • What could or should be done at the following levels to facilitate region-city collaboration towards meeting the objectives of the Cities Mission:
    • City level
    • Regional level
    • EU level (especially in view of next Framework Programme for Research and Innovation – FP10)
    • Mission coordination and project implementation level (NetZeroCities and CapaCITIES future activities)
