DUT at the European Forum Alpbach
What better place to explore these and many more questions than together with 30 experts from research, city administration, industry and civil society than the European Forum Alpbach (EFA). From 26 to 28 August 2026, the DUT Partnership co-organised a Lab together with the European Forum Alpbach (EFA) and Stiftung Mercator Deutschland named "Triple Integration: Dilemmas and Synergies for Urban Climate Transformation".

Cities are under growing pressure to respond simultaneously to the causes and consequences of climate change. Yet these three dimensions are still frequently addressed through separate strategies, departments and funding streams, a fragmentation that can lead to missed synergies, conflicting interventions and competition for limited urban space and resources. What became clear over the two and a half days is that cities should systematically consider how decisions in one area affect the others, identify potential co-benefits and confront trade-offs rather than allowing them to remain hidden.
A challenge beyond technical solutions
Triple Integration is much more than a technological challenge. It raises fundamental questions about governance, institutional capacity, knowledge, finance, participation and justice. A measure that reduces emissions may compete with adaptation needs for space. Nature-based solutions may provide cooling, biodiversity and carbon storage benefits, but their effectiveness depends on local conditions, maintenance and long-term protection. Emerging carbon removal technologies may contribute to net-zero targets, while also creating new demands for land, energy and public investment. The distribution of these costs, risks and benefits needs to be considered from the outset.

Participants worked through thematic discussions, case-based role play, open-space conversations and collective harvesting to examine what would make Triple Integration workable in cities.
Particular attention was paid to the neighbourhoods as a tangible scale at which competing interests can be negotiated and integrated interventions can become visible in people's everyday lives.
Key lessons from the lab
- Reducing emissions must remain the first priority: Carbon removal should address residual emissions that cannot be eliminated, not substitute for mitigation.
- Triple integration is a governance challenge before it is a technical one: The greatest barriers to combining mitigation, adaptation and carbon removal are institutional rather than technological.
- Social justice has to be designed in, not added on: Integrated climate action must actively include vulnerable groups and guard against outcomes such as green gentrification.
- The task is to start, not to perfect: Cities can begin with a shared ambition and measures already well understood, building capacity as they go.
- Success means weighing all three consistently, not equally: Cities should maximise synergies, confront trade-offs and distribute costs and benefits fairly.
Building a transdisciplinary community in the Austrian Alps
Throughout the days in Alpbach, the Lab built a transdisciplinary community around the topic of triple integration in cities, connecting knowledge and experience that too often remains siloed along disciplinary lines. Once again, the discussions underlined that urban complexity calls for an integrated perspective, one that allows urban actors to break it down into manageable, bite-sized pieces they can actually act on.
Looking ahead
The Lab produced a shared understanding of the intersection and a map of questions that need to be addressed if we are to move from isolated projects towards climate action that is integrated, democratic, socially equitable and economically viable. The insights gathered in Alpbach will feed into DUT's further research and innovation programmes on urban climate transformation, while ensuring that the conversation on Triple Integration continues.
