Co-creating Spatial Strategies for Just and Sustainable Mobility in Large-Scale Housing Estates

Across Europe, residential areas and especially Large-Scale Housing Estates (LHEs) requires a transformation for facilitating sustainable mobility. Accordingly, the main objective of this project is adapting and reframing the 15-minute City concept for the specific context of LHEs. 


Reaching this objective entails 1) building a comprehensive knowledge base on the existing urban structures in LHEs, 2) exploring mobility needs, perceptions, and behaviour of different user groups in LHEs, 3) identifying specific challenges in each case study area, 4) co-creating spatial strategies and interventions in public spaces of LHEs and 5) synthesizing case-specific results and proposing universal design principles for LHEs.


We aim to critically assess the nexus of three dimensions: urban space, transport options, and people. Moreover, following recent advancements in transport research, we incorporate an overarching justice perspective in our project since a lack of adequate transport resources and spatial accessibility can have significant negative economic and social consequences.

To address the challenges described above we will combine the existing theoretical concepts with a comparative analysis of the selected case studies to develop a workable and operationalizable model of the 15mC for LHEs. 


The analytical part intends for extensive data collection and analysis of five case study areas in Bulgaria, Hungary, Germany, the Netherlands and Latvia. Based on the collected data we will build empirical knowledge and integrated datasets on urban mobility, connectivity and user needs in LHEs. Comparative analysis between case studies will allow distinguishing the general findings from context-specific elements. 


Finally, the co-creative part aims to co-produce locally adapted spatial strategies and interventions to facilitate transitions toward sustainable mobility in cooperation with local stakeholders. It will allow us to suggest realistic solutions for reorganizing public spaces in LHEs in line with the needs of different user groups. In the co-creation process we are working closely together with local municipalities and community in each case study area.

The main tangible outputs from our project are:

  1. Scientific publications based on extensive data analysis;
  2. Practitioners’ guidebook for urban planners, designers and other experts;
  3. Factsheets and project results provided for local public.

We believe our project to provide usable results in both international and local levels. On an international scale, the most important benefit will be the project's contribution to the enrichment of the 15-minute city concept, specifically adapting the concept to LHEs thus enabling the transferability to other countries. On a local level project will provide area specific results and recommendations allowing local municipalities to use a more tailored approach in the case study areas as well as apply the results in other areas. 


Finally, we believe that through the co-creation process we will contribute to building an educated and empowered local community able to address and communicate their local needs as well as collaborate with local authorities.
