ACTIVATE tackles the decline in active mobility, such as walking and cycling, among children and youth, despite its well-documented health and environmental benefits. At the same time, the mobility sector remains a significant contributor to environmental challenges, particularly in urban areas. Promoting active mobility is essential to addressing these challenges, and the 15-Minute City (15MC) concept aims to create urban areas where essential services are easily accessible on foot or by bike. However, even in urban areas with infrastructure designed to encourage active mobility, uptake among children and youth remains low, raising the question of what factors—beyond infrastructure—are influencing travel behaviour. Identifying and understanding the factors influencing the uptake of active mobility is key to developing future 15MCs where children and youth are actively and positively engaged in walking and cycling.
ACTIVATE explores the social, environmental, and behavioural factors influencing children’s and youth’s mobility choices through a social-ecological lens. It examines how built environments, policies, interpersonal relationships (e.g., peers and parents), and personal attitudes shape active mobility decisions across life stages—from early childhood to adolescence. ACTIVATE focuses on key transitions, such as starting primary school or entering postsecondary education, to understand how mobility patterns evolve. Research takes place in four diverse European cities—Utrecht (Netherlands), London (UK), St. Pölten (Austria), and Sabadell (Spain)—capturing a range of urban and socioeconomic contexts. ACTIVATE delivers a practical toolbox of strategies and policy actions that address barriers to active mobility. The project generates actionable insights into how urban design and social influences affect young people’s travel behaviour. It provides cities, communities, and policymakers with resources to encourage more inclusive, active travel among children and youth and support healthier, more sustainable urban mobility systems.
ACTIVATE will generate a comprehensive understanding of the barriers and enablers of active mobility among children and youth. Working closely with societal partners in Utrecht, London, St. Pölten, and Sabadell, the project will combine household surveys, walking, cycling and scootering interviews, and participatory methods to explore how mobility behaviour evolves across life stages and socioeconomic groups. The findings will inform a practical, evidence-based toolbox of policy recommendations aimed at building inclusive, child- and youth-friendly mobility systems. By partnering with local stakeholders, ACTIVATE ensures that proposed solutions are grounded in real-world contexts and needs. The project will support the development of climate-neutral, safe, and accessible urban environments aligned with the 15-Minute City concept. Ultimately, ACTIVATE aims to foster long-term behavioural shifts toward sustainable mobility, empowering younger generations to engage actively with their urban spaces and contribute to more livable, equitable cities.
