The overall challenge that the CitySync project tackles is the need for synchronized, inclusive, and sustainable urban mobility and governance, especially in suburban and peri-urban areas. The project addresses the systemic fragmentation of mobility systems, community involvement, and urban service provision, all within the framework of the 15-Minute City (15mC) concept and New European Bauhaus (NEB) principles.

CitySync tackles how different social groups experience urban space by redefining the 15-Minute City through “perceived distance” and inclusive accessibility. It explores how mobility, services, and governance can be synchronised using co-creation tools. The project adapts its human-centred frameworks to diverse contexts, generating scalable insights for just, inclusive, and livable neighbourhoods.

CitySync will implement co-creation-driven urban transformations in three diverse pilot locations: Gebze (Türkiye), Microville112 (France), and Bromma (Sweden). In each site, the consortia will map urban ecosystems, assess perceived accessibility, and apply participatory tools such as the HerCity Toolbox, Minecraft visualisations, and blockchain-based Quadratic Voting to engage citizens (especially youth and vulnerable groups) in shaping 15-minute neighbourhoods.

Concrete outputs include local roadmaps, investment plans, and spatial redesign strategies aligned with climate and equity goals. These actions will be tested through living labs and adapted to each context, producing evidence-based, transferable models for inclusive and synchronised urban mobility that can scale across Europe.

CitySync is expected to deliver measurable improvements in local accessibility, mobility behaviour, and citizen engagement in urban planning. By applying inclusive co-design methods and testing them in diverse urban contexts, the project will create replicable models for 15-minute neighbourhoods that reflect lived experiences rather than just spatial metrics.

Benefits include enhanced quality of life, especially for vulnerable groups; more sustainable and efficient use of urban space and mobility infrastructure; and stronger community ownership of local transformation processes. The project will also generate strategic guidance and tools (such as the “Guide for a Just City” and implementation blueprints) that support policymakers, planners, and practitioners across Europe in advancing inclusive, proximity-based urban development.
