Navigating Conflicts Over Streets and Urban Space in the Transition to the 15mC

The 15mC can facilitate a transition to climate neutral cities but it is a is a vague and complex planning concept. Realizing the potential of the 15mC concept to bring about change, involves potential conflicts between stakeholders representing different interests and perspectives.

Conflicts over the role of the car is in focus – but also broader ideological conflicts. The 15mC concept highlight conflicts between:

  • Spaces of mobility (enabling local and regional mobility, but also including space currently used for parked vehicles)
  • Spaces of place (emphasising urban qualities that make people want to live in such places)
  • Conflict over streetscape transformation   - a key issue that has to be addressed in planning for the 15mC
     

Guidance on how to deal with conflict: 

  • Co-create clear long-term narrative about why proposed transformations makes a better city – socially, economically, environmentally
  • Sell good news stories – economic and social benefits of measures already done
  • Do public participation, but accept there will be protest – consensus often unachievable
  • Anticipate reasons for protest (classifying by type of conflict)
  • Try to make public participation more representative and/or deliberately involve and privilege views of normally under-represented groups
  • Clear easy to understand information about how scheme will look and work – pictures, not just plans and words
  • Get your information about scheme out there first on all channels
  • Consider experiments, temporary street space transformations, and bit by bit implementation
  • Plan implementation super-carefully to minimise disruption
  • Monitor and publicise impacts

     

Develop understanding of what type of conflict occurs, and guidance on how to deal with such conflict in street space transformations.
