Cities are under increasing pressure to reduce carbon emissions. Positive Energy Districts (PEDs) can support this transition by combining energy efficiency, renewable energy production and flexibility. Yet addressing growing cooling demand due to rising temperatures and more frequent heatwaves risks undermining their positive energy balance. To illustrate, a growing use of air conditioning may provide immediate relief from heat, but it also raises electricity demand and releases additional heat into the urban environment.
Passive cooling strategies—such as greenery, shading, natural ventilation, and façade adaptations—offer an alternative, yet their effectiveness varies considerably depending on climate, urban form, and building characteristics.
How can passive cooling become an integral part of PEDs while remaining effective across different contexts?
CROSS-PED addresses this question by exploring the relationship between cross-scale passive cooling solutions and the climatic, spatial, and socio-economic conditions that determine their effectiveness and scalability.
CROSS-PED brings together partners across four countries to develop a framework for scalable passive cooling strategies in Positive Energy Districts. Three Living Labs focusing on post-modern housing districts in The Hague (the Netherlands), Bari (Italy), and Bucharest (Romania) will provide the conditions to identify urban archetypes, co-create cross-scale passive cooling solutions, and assess their contribution to thermal comfort, energy performance, and carbon reduction. Combining stakeholder knowledge with environmental and energy modeling in a multi-domain assessment of co-benefits and feasibility, the project will develop a catalogue of context-effective passive cooling strategies and a decision-support tool to facilitate their adaptation and replication across different European cities.
CROSS-PED will strengthen the shared understanding of how passive cooling can contribute to energy-positive and climate-resilient districts. It will inform decision-making by providing local authorities and practitioners with evidence to identify suitable passive cooling strategies for their context, and understand their implications for energy performance, flexibility, thermal comfort and carbon emissions. Transferable knowledge and methods will support local capacity building and the implementation of effective solutions beyond the three case studies. Ultimately, CROSS-PED will inform a more integrated approach to Positive Energy Districts across Europe, helping cities avoid maladaptation while driving climate mitigation and adaptation together.
