The DREAMS project addresses the challenge of applying the 15-minute City (15mC) concept to urban outskirts, where lower population densities, fragmented services, and limited transport options strongly reduce walking and cycling accessibility to basic services. The project explores how co-created and user-centric mobility services, mobility hubs and flexible activity hubs can contribute to accessible, sustainable, and inclusive 15mC neighbourhoods in urban outskirts in European cities and regions. DREAMS focuses on identifying how mobility innovations and local amenities can support more accessible and inclusive living environments for diverse groups, including migrants, older people and low-income residents.
DREAMS works through six Living Labs - Paris, Vienna, Munich, Brussels, Utrecht, and Budapest - each implementing and testing tailored solutions to enhance accessibility in the urban outskirts. The project examines various solutions, such as activity hubs, on-demand transport, car-sharing, and shared micromobility services. These are co-designed with local authorities, residents, and stakeholders to reflect the unique socio-spatial characteristics of each area. DREAMS also collaborates with micromobility operators and public agencies to develop innovative and inclusive business models. Specific interventions are evaluated in real-life settings. By building local partnerships and leveraging digital tools, the project aims to guide cities in rethinking their suburban mobility systems and governance strategies.
The project delivers a structured research framework based on literature reviews, surveys, experiments, and a multi-layered Decision Support Tool integrating GIS-based mapping, citizen input, and performance metrics. DREAMS will develop context-sensitive business models for shared and on-demand services, aiming to improve their sustainability and uptake among diverse populations. Results will be translated into policy recommendations tailored for low- and mid-density areas. The project also supports municipalities and operators in co-creation processes. By making local mobility more inclusive and flexible, DREAMS contributes to broader goals such as urban resilience, social cohesion, and environmental sustainability.
