Rising housing and energy costs, ageing building stock and unequal access to collective heating and cooling systems mean that many residents face high bills but have little say in decisions. The project focuses on how Positive Energy District (PED) strategies can be designed and governed so that they reduce energy poverty instead of reinforcing existing inequalities. It addresses the research question of how “justice‑first” pathways – which prioritise equity, participation and recognition of diverse needs – differ from more conventional “efficiency‑first” approaches in terms of technologies chosen, costs, governance arrangements and impacts on residents in social, subsidised and other forms of housing.
EquiPED combines techno‑economic modelling, co‑creation with residents and local stakeholders, financing design and policy analysis in Living Labs in three cities (Oradea, Olawa, Winterthur). The project co‑creates local priorities and governance arrangements with residents, develops an Energy Governance Equity Instrument to assess fairness, and designs new financing mechanisms and decision‑support tools that make equity criteria visible in choices. It analyses local, national and EU policies and co‑produces implementation checklists and tailored municipal recommendations. This integrated approach supports cities and housing providers in choosing technical options, governance models and financing schemes that are both feasible and fair for disadvantaged communities.
Expected results include: quantified evidence on trade‑offs between justice‑first and efficiency‑first pathways, an Energy Governance Equity Instrument for comparing governance options, a participatory toolbox for evaluating financing mechanisms, and actionable municipal policy briefs and implementation checklists. The project will also produce territorial profiles, transition trajectories and replication roadmaps that show how lessons from the Living Labs can be adapted in other cities. Overall, EquiPED is expected to improve affordability and comfort for vulnerable households, strengthen resident participation in energy decisions, and support European cities in designing heating and cooling transitions that are climate‑neutral and socially equitable.
