European cities are under pressure to meet the European Green Deal, the UN 2030 Agenda and the Paris Agreement, yet most urban transport systems remain fragmented and fail to serve care and age diverse users (children, older adults and caregivers). These groups encounter unsafe or inaccessible infrastructure, high cognitive and physical effort, and tight time constraints, which limit their mobility, health and social inclusion. The overarching challenge is to redesign mobility so that it is climate neutral, equitable and socially cohesive. The specific research question focuses on reconceptualising travel time as Worthwhile Travel Time (WTT) and identifying what makes the entire intermodal door to door journey meaningful for these underserved users.
Just15Minutes will extend the 15 minute city framework by operationalising WTT for care and age diverse groups. The project will (i) gather mixed method qualitative and quantitative data on users’ full intermodal journeys, (ii) test targeted interventions, which means improved walkability, bike sharing schemes, redesigned station catchments, station interiors and vehicle environments, in three living labs and one virtual lab, (iii) develop optimisation models that balance efficiency, inclusivity and WTT in routing, and (iv) synthesize the outcomes into a European Toolkit of design guidelines, algorithms and best practice templates. Continuous co creation with municipalities, transport operators, NGOs and user representatives ensures that solutions are grounded in real world needs and are readily implementable.
The project will deliver a set of evidence based, user centred solutions that make travel time restorative, socially valuable and health promoting, thereby enhancing well being and mobility equity for care and age diverse citizens. By providing optimisation tools and a transferable European Toolkit, Just15Minutes will enable cities to implement inclusive, climate neutral 15 minute neighbourhoods at lower cost and with faster rollout than traditional traffic engineering measures. Expected benefits include higher public transport uptake, reduced travel related stress, stronger social cohesion, and concrete policy guidance that aligns urban mobility with EU climate and sustainability targets.
