Positive Energy Districts (PEDs) are areas that produce more energy than they need. But making this work requires a lot of systems to integrate seamlessly: citizens behaviour, for example, and policy which must be aligned in fields such as construction, buildings technology, mobility, energy consumption, and local energy generation.


It is exactly this interconnection of multiple factors that makes decision-making for PEDs so complex – and particularly challenging for decision-makers to answer key questions throughout the process of planning new PEDs. It is this very decision-making challenge that the Making PEDs project addresses.

The aim of the Making PEDs project is not only to research and plan Climate Neutral PEDs but especially to facilitate the transition into practice by providing Digital Twins to support decision-making and participatory urban transformation processes.

Developed digital twins and models will be tested and refined while supporting decision-making processes for the regeneration of four districts in Europe aiming at climate neutrality, acting as Urban Living Labs (ULLs), in the cities of Linz (Austria), Civitavecchia-Rome (Italy), Sant Esteve de Palautordera (Spain), and Bærum (Norway).

With the Making PEDs visualisation platform, Digital Twins will help decision makers better understand the complexity, share information, and make data available in order to drive or simulate different scenarios. Ultimately, running scenarios based on actual data, and understanding the manifold effects of the options available, will inform better decision-making.
