The project addresses some of the most pressing challenges for Europe’s cities. Many buildings remain unrenovated, with outdated and fossil-based heating systems that drive high energy demand and increase the risk of energy poverty. At the same time, fragmented decision-making, financial barriers, and missing incentives slow down refurbishment and behavioural change. Cities also struggle with grid constraints, regulatory hurdles, and low citizen awareness, leaving vulnerable groups particularly exposed in the energy transition.
The project takes action through six European pilot sites—Innsbruck, Karlsruhe, Kraków, Iași, Budaörs, and Helsingborg—each testing solutions tailored to local challenges. Actions include retrofitting unrenovated apartment buildings to cut energy use and phase out fossil-based heating (Innsbruck), fostering neighbourhood energy initiatives and upcycling balcony PV (Karlsruhe), developing business models for sharing surplus solar power with e-mobility users (Kraków), applying smart grid solutions and recyclable materials in a university campus (Iași), piloting energy communities and new cooperation models (Budaörs), and creating integrated mobility–energy hubs (Helsingborg).
NEEDS Repowered will deliver concrete solutions to make cities more resilient, energy-efficient, and socially inclusive. By showcasing retrofitting measures, sustainable heating solutions, and innovative business models, the project aims to reduce energy consumption, stabilize local grids, and combat energy poverty. Through its Community of Practice, NEEDS Repowered fosters knowledge exchange across Europe, empowering local actors and strengthening community capacity. At the same time, it will generate evidence-based policy recommendations that bridge strategic goals and real-world implementation. The project’s results will accelerate the energy transition, improve living conditions in vulnerable neighbourhoods, and provide scalable, replicable models for Positive Energy Districts that support Europe’s path towards climate neutrality.
