PED-oriented urban regeneration: tailored strategies for JUST energy transition in disadvantaged neighbourhoods

The actual contribution of urban regeneration to PED development is puzzled by the risk of unjust transition, particularly in disadvantaged neighbourhoods. PED-JUST will strengthen the effectiveness and equity of PED-oriented regeneration by addressing the following specific challenges:

  • Reducing inequity risks connected to energy transition, including green gentrification and unequal access to transition benefits;
  • Reducing energy poverty and vulnerability in disadvantaged neighbourhoods;
  • Improving participatory governance to ensure inclusive and just transitions;
  • Improving the integration of PED-oriented regeneration within broader strategies for urban sustainability.

PED-JUST will employ a combination of research, co-creation and policy innovation strategies grounded in energy justice principles. Its specific contributions will include: 

  • The development of a model to correlate typologies of disadvantaged neighbourhoods with energy-related inequity risks, barriers and levers for just PED transitions;
  • The co-creation, through Living Labs, of tailored strategies for PED-oriented regeneration in disadvantaged neighbourhoods in Bari (Italy), Aalborg (Denmark), and Wroclaw (Poland);
  • The establishment of Learning and Action Alliances in each partner city to scale up and integrate PED-oriented regeneration with wider urban transition strategies;
  • The development of an assessment framework and monitoring tools for PED-oriented urban regeneration strategies.

PED-JUST will increase cities’ capacity to become innovation hubs for climate-neutrality and to enhance energy justice.
This will come from:

  • The increased capacity of urban regeneration public policies to support PED development and just transition;
  • The stronger coordination and synergies among energy transition, urban regeneration and wider urban strategies for sustainability transition;
  • The mainstreaming of the Living Lab approach to tackle city challenges and develop urban strategies
  • The establishment of long-term Learning and Action Alliances for urban strategy and just transition pathway development.
