The 15-minute City concept envisions neighborhoods where all basic services are accessible within 15 minutes, reducing trips and travel distances. As services are reallocated into urban neighborhoods, freight traffic also shifts to these areas. However, where and how freight demand will rise, and how user choices and behavior will be influenced, is largely unknown. A lack of comprehensive urban freight data hinders efforts to reduce negative impacts such as congestion, air pollution, reduced accessibility, and pressure on public space. This deficiency limits planning and research, preventing alignment of freight policies with city objectives and the development of sustainable solutions. 

POTUS brings together stakeholders to address data gaps, standardize and improve survey methods, and acquire and model freight data. The findings are turned into planning recommendations and an urban freight survey handbook, enabling transfer of data, tools, and knowledge from small cities to metropolitan European regions.

POTUS will improve the integration of urban freight into 15-minute City planning through a combination of data collection and modelling. Establishment- and household-based surveys will be conducted to quantify freight trip demand in different European cities. POTUS will develop standardized, cost-efficient survey methods, publish harmonized datasets, and socio-demographically sensitive freight trip generation models for different neighborhood typologies. 

POTUS will also assess the socio-economic, traffic and environmental related effects of measures to contribute to a neighborhood-oriented logistics that reduce the negative impact of freight traffic. The project’s results will be transformed into planning recommendations, an urban freight survey handbook, and transferable tools, enabling knowledge exchange between small and large cities. 

The project will generate standardized, transferable data and models that improve understanding of urban freight demand within the 15-minute City framework. By harmonizing data collection and analysis across diverse European cities, POTUS will enable comparability of freight and 15-minute City neighborhoods. POTUS will support planners and policymakers in being more aware regarding the effects of 15-minute City neighborhoods on freight traffic. The project’s outputs, including survey methodologies, harmonized datasets, freight generation models, and planning recommendations—will be packaged into a comprehensive urban freight survey handbook and transferable tools.
