European cities increasingly turn to green and social infrastructures to address climate change, inequality and declining quality of life. The paradox is that these infrastructures often remain dependent on the same growth dynamics that generate high resource use, socio-spatial exclusion and long-term vulnerability. REPAIR Urban Futures investigates this contradiction. It asks how infrastructures for food, housing, mobility, logistics, public space and nature-based solutions become locked into metabolic, economic, financial, institutional and cultural growth dependencies; how these dependencies limit their capacity to meet diverse and changing urban needs; and under what conditions they can be reconfigured as Post-Growth Urban Infrastructures. In doing so, the project offers a first integrated view of how these infrastructures can interact as an interconnected post-growth urban provisioning system that sustains wellbeing while reducing material and energy demand, strengthening social justice and increasing resilience.
REPAIR Urban Futures will develop, test and synthesise a comparative framework for Post-Growth Urban Infrastructures. The work will take place across six European city-regions and infrastructure domains: nature-based solutions and food provisioning in Girona/Salt; circular logistics in Amsterdam; mobility in Lausanne/Vaud; urban agriculture and housing in Malmö; pedestrian infrastructure in Pontevedra; and green public spaces in Istanbul. Researchers will identify growth lock-ins, analyse existing and emerging post-growth alternatives, and compare the conditions that enable or obstruct their long-term viability. Municipalities, public agencies and civil-society organisations will participate in diagnostic, co-development and validation workshops. The findings will be translated into a cross-sectoral diagnostic framework, a typology of PGUIs, assessment indicators, governance and design guidelines, policy briefs and a practitioner toolkit. These outputs will help cities evaluate existing infrastructures and develop context-sensitive pathways towards lower-resource, more inclusive and resilient urban provisioning.
REPAIR Urban Futures will produce new evidence on how urban infrastructures can support wellbeing, ecological regeneration and resilience without depending on continuous economic growth. Its main results will include a framework for diagnosing growth lock-ins, a comparative typology of Post-Growth Urban Infrastructures, an integrated model of urban provisioning, a performance-assessment toolkit, governance guidelines, policy briefs and an open-access practitioner guide. These resources will enable municipalities and public-interest actors to identify barriers, assess alternatives and design infrastructure strategies that better combine ecological and social functions. The expected benefits include stronger climate adaptation, lower resource and energy demand, improved biodiversity and accessibility, and more equitable access to food, mobility, housing and public space. Because the tools will be co-developed and validated across six contrasting European city-regions and shared through the DUT Knowledge Hub, they will also support adaptation, policy learning and replication beyond the participating cities.
