TransScale addresses the challenge of scaling local circular and sharing economy initiatives that remain marginal within dominant linear economic systems. Many community-based initiatives — such as reuse networks or food-sharing schemes — face regulatory, financial, and infrastructural barriers that prevent broader impact. The project investigates how institutional frameworks, market conditions, and social norms influence their development. It focuses on understanding the interplay between bottom-up innovation and top-down policy to identify leverage points for systemic transitions toward sustainable consumption and production.

TransScale establishes participatory policy labs in four countries (Latvia, Norway, Poland, and Denmark) to co-create solutions with stakeholders. Each lab analyses national and local barriers, explores enabling conditions, and tests governance mechanisms that support circular practices. By integrating methods from social practice theory, transition studies, and systems thinking, the project develops policy recommendations, new collaboration models, and monitoring tools. It also promotes exchange among European actors through transnational workshops and open-access resources, fostering mutual learning and policy alignment across different governance levels.

TransScale produces actionable policy insights and governance models that strengthen cooperation between civil society, businesses, and public authorities in advancing circular and sharing economy (CSE) initiatives. Expected outcomes include policy roadmaps, stakeholder engagement frameworks, and practical tools for assessing social and environmental impacts. The project’s findings will support the mainstreaming of CSE practices across Europe, contributing to reduced resource use, enhanced community resilience, and greater social inclusion in urban transitions toward climate neutrality.
