Adapting the 15-minute City concept to functional urban areas in the context of socio-spatial disparities and transition conflict

Aiming to create greener, healthier, and thriving urban neighbourhoods, many cities worldwide have made substantial progress in reallocating street space, developing new forms of public space, and promoting walkability and cyclability. Interventions that support urban transitions, however, are not without their critics. Some municipalities have encountered intense public debates, resistance, and in some cases, deep polarization when it comes to de-privileging car use. To prevent both vocal but also subtle transition conflicts from becoming roadblocks for 15mC implementations, TuneTo15 sets out to:
• identify the limits and potential of the 15mC concept in diverse spatial settings - especially beyond the urban core;
• understand the impacts of the 15mC concept on different social groups and identify conflicts between them; and
• engage municipal stakeholders in co-creative processes to develop implementation and conflict-resolution strategies
Drawing on the four case studies of Ljubljana, Vienna, Hanover and Berlin, TuneTo15 explores the contextual factors and governance strategies that shape whether conflicts over street space re-allocations become roadblocks or sources of democratic negotiation and transition. By mapping a quantitative accessibility analysis against socio-economic data, we reveal potential socio-spatial disparities between different (urban and suburban) neighbourhoods that may fuel conflict.
On this basis, a qualitative analysis of selected neighbourhoods will allow us to elaborate on the interconnectedness of a neighbourhood’s spatial qualities, the specific design and governance of 15mC measures and the conflicts that arise. We then bring the results into dialogue with those best positioned to drive change: local authorities from both urban and suburban communities. In dedicated inter-municipal exchange forums, these stakeholders come together to develop strategies that make the implementation of 15mC measures more socially inclusive and spatially responsive, helping to prevent conflicts before they arise.
TuneTo15 promotes a shift towards a more constructive and nuanced perspective on transitions conflicts, equipping local actors with the tools to navigate tensions as part of a socially inclusive and adaptive transition process. The project’s impact will be shaped by continuous exchange and sounding formats that accompany the entire research process, ensuring that the implementation and conflict-resolution strategies we develop are directly applicable in municipal practice. By working across diverse neighbourhoods and case study cities, we generate spatially sensitive insights that can inform context-specific governance and planning approaches while acknowledging the interconnectedness and embeddedness of 15mC interventions and their socio-spatial impacts beyond the immediate intervention area. The quantitative accessibility analysis will result in new and advanced indices to measures both 15mC qualities and car-dependence, which can be applied by other municipalities.
