Call for Experts: Project Proposal Evaluation
The Driving Urban Transitions (DUT) Partnership is seeking experts in the fields of mobility, energy and circularity to support the evaluation of project proposals in our calls. The external experts will be selected through an open Call for Experts, which will be open on the DUT Partnership website from 6 February 2025 to 14 April 2025.
We are seeking experts to evaluate project proposals submitted in our Calls for Proposals. The experts should have a high level of expertise and professional experience in the topics in the DUT Call 2024. The project proposals are grouped into three thematic areas, the Transition Pathways. Read more about the call topics in each Transition Pathway further down on this page.
By joining the DUT Expert Panels, you will be asked to:
- Read and analyse 5-7 full proposals submitted to the DUT 2024 Call.
- Evaluate each proposal according to the DUT evaluation criteria (see DUT Call Text section 4.5).
- Discuss your evaluations with fellow experts in the DUT Expert Panels, which will take place online at the end of June 2025. Depending on the Transition Pathway and the number of full proposals you evaluate, your attendance will be required on 1-3 days.
- Deliver a summary report for one or more of your evaluated Full Proposals.
Compensation
Each expert will be compensated for their work as follows:

About the DUT Partnership
The DUT Partnership started in 2022 and steps up the game to tackle urban challenges. As a transnational research and innovation (R&I) funding programme, the DUT Partnership aims at supporting much needed urban transformation processes across Europe and thus strengthens capacities and tools to make urban change happen and boost transformations towards climate-neutral, liveable and inclusive cities. Through R&I, we enable local authorities and municipalities, business, and citizens to translate global strategies into local action. The DUT Partnership contributes substantially to the European Union Mission: Climate-neutral and Smart Cities Mission of Climate-neutral Cities, the European Green Deal, and the Urban Agenda for the EU.
The first DUT Call concluded in 2023 and produced 48 proposals. The second Call, concluded in 2024, resulted in 42 projects suggested for funding. The third Call for proposals is currently underway.
The aim of these Calls is to support transnational research and/or innovation projects addressing urban challenges to help cities in their transition towards a more sustainable economy and functioning.
The DUT Partnership, and its Calls, focuses on three critical urban sectors (and their interrelationships), the Transition Pathways.
