The MONUPED project addresses a fundamental challenge faced by many European cities: how to achieve climate neutrality within Monument Protected Areas and heritage buildings without compromising their cultural and historical integrity.

MONUPED tackles this through digital innovation and regulatory adaptation, using GIS-based solar mapping, digital twins, thermal profiling, and a matchmaking app linking building owners with renewable energy investors. Together, these tools enhance energy planning, stakeholder engagement, renovation feasibility, and regulatory alignment. Technical approaches such as geothermal heat storage and low-temperature heating systems are tailored to heritage-specific constraints.

Launched in January 2025, MONUPED develops a dual strategy for Positive Energy Districts (PEDs) in protected urban environments — combining Physical PEDs, which integrate energy-efficient and renewable solutions within heritage areas, with Virtual PEDs, linking protected sites to renewable energy sources outside through legal energy-sharing mechanisms.

The project’s toolkit integrates digital tools, technical innovations, and regulatory frameworks co-developed in pilot Living Labs in Leipzig, Prague 6, and Alba Iulia, with additional case studies in Koper and Pinkafeld. These collaborative environments engage municipalities, heritage authorities, researchers, and investors in developing replicable, heritage-compliant energy solutions.

MONUPED envisions a future where European cities can achieve climate neutrality while preserving their historic identity. By combining technical innovation, stakeholder collaboration, and policy insight, the project will deliver adaptable solutions for Monument Protected Areas and Buildings.

Expected impacts by 2027 include stronger collaboration among investors and heritage stakeholders, streamlined regulatory approval processes, enhanced urban planning through digital tools, and wider deployment of small-scale renewable energy solutions in protected zones. Ultimately, MONUPED establishes a replicable pathway for climate-positive transformation in Europe’s most culturally significant urban spaces.
